Russia likely to contribute to Cyprus bailout

NICOSIA, Cyprus (AP) ? Russia is likely to contribute money to a rescue package that Cyprus is trying to finalize with eurozone partners, the cash-strapped country's finance minister said Tuesday.

Vassos Shiarly said leaders from the other 16 EU countries that use the euro are in "high level" talks with Moscow about a contribution to the bailout and that a deal was "probable."

"I think it's only a question of time," he told The Associated Press in an interview.

The Kremlin confirmed that the two countries' presidents, Vladimir Putin and Dimitris Christofias, spoke by phone about the issue on Tuesday, but gave no details.

Cyprus has enough money to survive through April but hopes to sign a final rescue bailout deal in March, after general elections, Shiarly said.

The key concern is size. The bailout, most of which would go to help stabilize Cypriot banks, would likely be worth as much as the tiny country's entire yearly economic output of ?17.5 billion ($23.51 billion). Many experts say that is too much for the country to be able to pay back. And if Cyprus can't handle its rescue loans, that defeats the purpose of a rescue program.

Shiarly insisted Cyprus would be able to cope with the bailout ? which some estimate would push public debt to 140 percent of annual gross domestic product. The government could manage, if deemed necessary, by selling state-owned companies and its controlling stake in Laiki bank, the country's second largest lender, he said.

The so-called troika of the European Commission, the European Central Bank and the International Monetary Fund are meanwhile looking for ways to reduce Cyprus' debt load. There has been speculation that the troika might try to impose losses on the Cypriot banks' investors, such as bondholders and depositors, many of which are Russian.

That is one reason why Russia, a long-time ally of Cyprus, has been involved in the bailout talks.

Cyprus already received a low interest loan of ?2.5 billion ($3.36 billion) from Russia two years ago to keep it afloat and has asked to extend its repayment from 2016 to 2021. The left-wing government tried last year to clinch an additional ?5 billion loan from Moscow but those talks never yielded a deal.

Shiarly said Cyprus' eurozone partners are aware that the country's connection with Russia is a "very strong one."

"We have lots of Russian businesses operating from Cyprus, lots of Russian investment has gone through Cyprus in the past, the relationship is a very close one, not to mention the same religious Orthodox (Christian faith) that we maintain," he said.

The country has also faced allegations ? mostly from Germany which is resisting granting a bailout ? that it's a Russian money laundering hub, something that Cypriot officials strenuously deny.

"One only has to look at the international reports from organizations whose role is to report on matters such as money laundering and you will find that we rank very favorably compared to many other European member states," said Shiarly.

Shiarly said Cypriot authorities are briefing eurozone partner countries on the country's anti-money laundering efforts to dispel any misconceptions and to curb resistance to a bailout.

He pointed out that the many of the losses Cypriot banks took in Greece were due to a writedown on Greek sovereign debt that the eurozone had insisted on. When the other eurozone countries see that Cyprus problems' are largely due to the Greek writedown, "I think the attitude will change and we will receive the financial assistance we're seeking," said Shiarly.

"We're not asking for a gift, we're asking for a loan on the reasonable terms which have been offered to other member states," he said.

Eurozone states have already rescued the governments of Greece, Ireland, and Portugal as well as the Spanish banking sector.

Shiarly noted that Cyprus has already enacted a string of austerity measures, including deep public sector salary cuts and tax hikes as foreseen under a draft bailout agreement.

But Shiarly, whose job will be up next month when elections are held, dismissed any talk of a Greek-style 'haircut' for Cyprus under which private investors will be forced to take losses on their investments in Cypriot sovereign debt.

"It has been rejected by us, it has been rejected by the Commission, it has been rejected by the IMF and therefore I think it's not an issue."

The finance minister said recapitalizing Cypriot banks directly from the EU's rescue fund is one option that the country can pursue. But that is unlikely to happen before April next year at the earliest, when a single banking supervisory that will oversee the process is up and running.

Shiarly backed European Central Bank chief Mario Draghi's assessment that Cyprus needs eurozone support so as not to upset the currency bloc's slow and fragile recovery.

"I have read these statements how even small Cyprus can be a systemic risk to the euro and not only myself, but I believe many other European ministers of finance share this view."

Changes to Personal Injury Applications for Assistance.

I am pleased to advise that we have been able to agree with Thompsons that our arrangements with them regarding wills, and advices shall continue but due to the Legal Aid, Sentencing and Punishment of Offenders Act 2012, we will need to change our system of referrals for personal injury cases as it is a legal requirement that members access the RMT legal service for personal injury cases by instructing RMT Solicitors, Thompsons, direct. This can be done by members ringing 08457 125 495 or by sending an RMT Legal Assistance Form L1 to TUCH Arundel House 1 Furnival Square Sheffield S1 4QL. Where a member contacts the branch with the form, the branch should ensure the member sends it direct to Thompsons at the above address or rings the claim through on 08457 125 495 (no paper work required). As at present, the branch can of course keep a copy of the form L1 for their own records.

This only affects members in England and Wales.

I will keep you informed of further developments in this matter and I would be grateful if you could bring the contents of this circular to the attention of your members and implement the changes with immediate effect.

Video: Truck overturns, narrowly missing motorcyclist

In what appears to be a terrifying brush with death, a motorcyclist stopped at an intersection in eastern China narrowly missed being flattened by a truck that overturned.

According to RT.com, the accident?caught on video by surveillance cameras?occurred on Jan. 22 in Xushi Village in the city of Linhai, Zhejiang province.

The heart-stopping footage shows the truck begin to tip while making a sharp left turn. The rider, who was stopped in the crosswalk, walks back his motorcycle and dismounts just before the truck slams into the ground, hitting the bike and barely missing him. (Amazingly, the motorcyclist appears to be annoyed that the truck hit his bike rather than concerned for the truck's driver, at least initially.)

The driver later said he was driving approximately 10 kph, and there was nothing he could do to stop the truck from overturning.

No injuries were reported.

Let me be perfectly honest. I'm over Facebook, to the point that I feel annoyed when I check in on my social network and find absolutely nothing of interest to me. With Twitter, I run hot and cold, some days enjoying the spontaneity and other times feeling like I'm not in sync with my network. Google+ is fine in theory, but remains fairly dry in practice. I am ripe for being drawn into a new social network, and surely many others are, too. The time is right for the next big thing. But could the next big thing just happen to be an old one reinvented? Is MySpace back?

The newly redesigned, revamped, retooled, refocused, and finally relaunched MySpace feels young, fluid, and sexy. It's so completely different from the original MySpace that I can't believe it doesn't have a new name, carrying that old brand and tarnished history around with it for no good reason. The interface so deftly integrates an ever-present music player that I wonder if MySpace is competing with the likes of Facebook and Twitter or iTunes and Spotify... or possibly both. Then again, maybe it competes with neither. The new MySpace shakes off all previous conceptions of social networking to truly become its own thing. If you're into exploring new music, it'll be your thing, too.

Sign Up
From New.MySpace.com, you can sign into the network with an existing MySpace username and password, or if (like me) you deleted that account years ago, you can sign up for a brand new one. You can join using credentials from Facebook or Twitter, which I wish I had done. I signed up via email and later realized I had no way of finding actual friends with whom I might want to connect other than individually sending them an invitation by email. I couldn't find an option after-the-fact to connect to another social network or email people en mass through Gmail, Yahoo! Mail or any of the other usual channels.

In signing up, you can opt for a public or restricted profile, something I always like to see. You can change that status at any time in the future in the settings.

For several years, MySpace has retooled its focus to be squarely on "entertainment," and more specifically than that, music. When you sign up, you can select whether you're a musician, photographer, DJ, promoter, or other kind of artist (including "writer/journalist") or just a fan, and there's an option to skip the step entirely if you prefer to not label yourself.

Fresh Design
Landing inside the new MySpace jolted me for a few moments while I got my bearings on the outrageously unconventional but hugely intriguing (and ultimately successful) design. Instead of vertical scrolling, everything moves horizontally. Instead of cramming little strips of text into a news feed, oversized text and images fill the screen, loudly and proudly. Even the search box launches into its own screen where massive point sized text in all caps nearly pops off the page.

The crux of MySpace is playing music while exploring the network. A music player remains ever-present at the bottom of the screen. Hover over it, and more controls and visibility into your recent play list appear. Surf around the site, and you can play songs, watch music videos, and even listen to radio stations based on genre. Music videos take over the full screen, with a small palette of controls tucked beneath the right edge of the screen and only visible when you mouse in that direction or scroll while the video plays.

What's Inside the Network?
Sure, you can connect with your friends on MySpace, but I get the sense that's not really the point. The point, if I'm to take the very unsubtle hints from the interface and interactive design, is to explore artists, mostly musicians, and listen to their music while looking for something else that's cool, new, unique, or as-yet undiscovered.

The worst part of the new MySpace experience is finding real people who aren't musicians and figuring out what else there is to do, as exploring music gets old fast if you're not into new music or (truth be told for me) barely into music, period. You can cultivate playlists or "mixes" as they're called here, listen to playlists that other people have created, comment on videos and songs and music celebrities, but even all those activities are still focused on music. I managed to find a few videos that were trailers for movies, but other than that, everything really revolves around music.

As mentioned, I couldn't find any easy methods that would allow me to find friends of mine who are already MySpace members. The search function doesn't have advanced features for finding people who meet multiple criteria, like city of residence of work, as LinkedIn has.

New MySpace for Music Lovers
The new MySpace has so much young, sexy, fresh, and innovative energy that I really do recommend most people who work in technology or the entertainment industry sign up immediately. At the very least, if music isn't really your scene, go to explore the intriguing design choices. It probably won't become "the next big thing" in social networking to rival Facebook, but I don't think it's trying to attract the same broad spectrum of people that Facebook has?grandparents and teenagers and major international companies and brands. MySpace has an edgy coolness factor that would be stripped away quickly if it attracted too many of the wrong people. Maybe that makes it a bit exclusive, but what's cooler than exclusivity?

(AP) ? An official says Bangladesh's government has ordered an investigation into allegations that the sole emergency exit was locked at a garment factory where a weekend fire killed seven female workers.

The fire Saturday at the Smart Export Garment Ltd. factory occurred just two months after a blaze killed 112 workers in another factory near the capital, raising questions about safety in Bangladesh's garment industry, which exports clothes to leading Western retailers. The gates of that factory were locked.

Government official Jahangir Kabir Nanak says an investigation has been ordered into the cause of Saturday's fire and allegations that the emergency exit was locked.

Doctors say most of the victims died from asphyxiation.

$1.67 million grant supports possible cure methodology for deadly ...

Georgia Regents University cancer researchers are expanding the reach of an easy-to-use algorithm that could keep 30 percent of patients with a rare but deadly form of leukemia from dying within the first month of diagnosis.

The GRU Cancer Center and Dr. Anand Jillella, Associate Cancer Center Director for Clinical Affairs and Chief of Hematology/Oncology and Bone Marrow Transplant, have received a $1.67 million grant over the next five years from The Leukemia & Lymphoma Society to expand the project throughout Georgia and South Carolina.

Along with its project partners?Emory University in Atlanta, the Medical University of South Carolina in Charleston, Northside Hospital in Atlanta and Upstate Oncology Associates in Greenville?the GRU Cancer Center will use the funding in hopes of decreasing early death rates in patients with acute promyelocytic leukemia.

Studies at Stanford University, the Swedish Adult Leukemia Registry and a U.S. Surveillance, Epidemiology and End Results program analysis demonstrate that almost 1 in 3 patients with APL die within a month of diagnosis. Patients with APL develop an abnormally high level of immature white blood cells (promyelocytes) in their bone marrow, resulting in a shortage of healthy red and white blood cells and platelets.

But Jillella likens this new approach to national initiatives that helped prevent heart attack-related death by reducing door-to-balloon times. In APL, he focused on condensing the existing complex, multiple-page standard of care into a simple, one-and-a-half-page algorithm (easily emailed or faxed to physicians) to help prevent delays in diagnosis and treatment; bleeding; side effects of treatment; and infection?all identified as major causes of early death in APL.

?Similar to heart attack patients in the first minutes after diagnosis, those with APL who can be treated quickly, aggressively and proactively within the first month after diagnosis have better outcomes,? he said. In fact, none of 12 APL patients in a GRU pilot study died after use of the new protocol.

Led by leukemia experts at the partner centers, the grant will focus on:

  • Educating hematologists/oncologists throughout Georgia and South Carolina to better recognize APL, leading to rapid diagnosis and, if needed, transfer to an experienced treatment center;
  • Simplifying the treatment algorithm at these hospitals;
  • Providing 24/7 experts to guide hematologists at outlying hospitals from diagnosis through the 30-day initial management period.

Investigators particularly hope to target smaller centers to improve care in outlying areas. ?Because this is such a relatively uncommon cancer, one simple misstep in the early stages of treatment could lead to increased morbidity or mortality,? said Dr. Vamsi Kota, medical oncologist at the GRU Cancer Center and a study co-investigator. ?What we?re hoping to achieve is a system-wide approach, where physicians everywhere will follow the exact same steps every time.?

While the high early death rate of APL is widely known, this project is the first large-scale population-wide study in the country testing an intervention to decrease APL?s death rate. ?If it is successful, this project will have global implications,? said Jillella.

?This is actually a very treatable cancer,? added Kim Cheely, Oncology Nurse Manager at the GRU Cancer Center. ?But the biggest obstacle has been the complications that patients can get early on. We?ve really developed the very best recipe for managing patients? disease.?

An aggressive education program for oncologists in the catchment area began in January, with patient enrollment slated to begin in July. Project results will be reported and published in 2017.

?As a cancer center that conducts research, our role is to enhance cancer care for citizens here in Georgia and South Carolina, and, ultimately, around the world?through projects that advance the standard of care for cancer,? said Dr. Samir N. Khleif, Director of the GRU Cancer Center. ?This study exemplifies the accomplished work performed by our physician-scientists every day.?

Multiple sclerosis patients cope with unpredictable disease - Healthy ...

Amy Talmadge first noticed some leg weakness and dizziness.?Berna Shetti was suddenly having trouble with balance.?Robin Wood had numbness in her feet she first attributed to a pinched nerve.

For all three Fredericksburg-area women, those were signs of multiple sclerosis, a condition that affects up to 400,000 Americans.

The disease is so varied in intensity and severity, a saying in the medical community is: If you?ve seen one case of MS, you?ve seen one case of MS.

?Sometimes the disease progresses so fast and you have to throw everything at it. In others, you wonder, do you even need to treat it,? said Dr. Amandeep Sangha, a local neurologist who treats patients with MS. ?Just following things as they go along and taking things as they come is the key here.?

MS is caused by damage to a person?s nerve fibers, brain, spinal cord and myelin?the layer of insulation around our nerves?but scientists aren?t clear on how that damage occurs.

The disease can cluster in families or strike randomly. The condition is most commonly diagnosed in women in their 20s and 30s.

For someone living with the disease, ?every day is a new day,? said Talmadge, 44, a part-time teacher and Spotsylvania County mother of two. She has more fatigue as the years pass and takes medication to keep progression to a minimum.

?You never know with MS how it?s going to affect you. I guess life is an adventure,? Talmadge said.

She said she can?t spend time worrying about MS ?because I have now a 15-year-old and a 12-year-old and spend a lot of time following them around and transporting them. You know, mom?s taxi. I?m not ready to give in to this.?

COPING WITH SYMPTOMS

Like Talmadge, Shetti leads an active life despite the challenges of MS.

Shetti, of Spotsylvania County, was diagnosed eight years ago and said she can feel the disease progressing. She copes with symptoms day by day. Her car has hand controls and a ramp allowing her to drive her wheelchair into the car and sit behind the wheel.

?And sometimes I don?t even realize I?m in a wheelchair because I?m too busy with other things,? said the mother of two, who also shares her home with a menagerie of pets including a dog, a hamster, a turtle and 10 ducks.

?I live my life and, you know, I?m fine,? Shetti said. ?The only thing I asked the doctor when he diagnosed me was if it was fatal or not, and he said no. So I said, ?I?m good.??

Wood, of Fredericksburg, uses humor to help cope with the disease, which for her means she has good and bad days; walks with the help of a cane; and sometimes struggles with short-term memory problems.

?I make fun of this thing and just suck it up,? she said. ?I know of things that could be much worse.?

?MUCH, MUCH BETTER?

The prognosis for people diagnosed with MS is far better than just a few decades ago, when medical science could offer few treatments and the typical patient would become disabled and then die prematurely.

?Now, the longevity and the disability progression related to the disease is much, much better,? said Sangha, the neurologist.

Current treatments include infusions, like the drug Tysabri that Wood receives monthly via IV at Mary Washington Hospital?s infusion clinic. Other options include injections, and, most recently, pills to suppress disease relapse.

Doctors recommend people with MS be treated by a care team including a neurologist, a neuropsychologist, perhaps a urologist and also a physical therapist and mental health counselor. Such a ?multi-specialty approach? is important because MS is such a diverse disease, Sangha said.

Some patients find relief from exercise. Local certified personal trainer Sue Dzurenda works with many clients with MS. She says there is no typical workout.

?Every day is different,? she said. ?Some days we can do overhead throwing, some days we can do great shoulder work. Sometimes their shoulders are so locked up that they can hardly move their arms.?

She works toward providing a ?sense of normalcy??perhaps stabilizing legs that are numb or helping loosen a tight hip joint. The goal is to help her clients maintain as much function as possible, and to elevate their heart rates for cardiovascular fitness.

The weekly exercise sessions help Wood keep her sense of humor, she said. Unlike Shetti and Talmadge, Wood cannot drive because of leg weakness and instability, so she relies on a caregiver to take her to appointments and errands.

?I get angry. I think MS is annoying,? said Wood, 58, who was first diagnosed about 10 years ago.

She said she notices symptoms most when she lies down at night, feeling a tingling in her feet that?s like electric shocks or a sunburn that never completely goes away.

?I AM SO THANKFUL?

When she was first diagnosed, Talmadge received a magazine from the MS Society and found it full of advertisements for wheelchairs, canes and assistive devices. She ?threw it across the room.?

Her children were 6 and 3. She didn?t want to fear the worst.

Her doctors have taken an aggressive approach with her MS and given her medications to slow progression.

?I am so thankful to God and to my medical team that I do live in 2013? with new treatment options, she said. ?It?s not a cure, but 20 years ago these didn?t exist at all. Who knows what?s coming 20 years from now??

SIDEBAR: AWARENESS OF MS IS IMPORTANT

Multiple sclerosis awareness is important both for helping patients get early treatment and for promoting compassion for those with the condition.

?There are people who will never, ever say they have MS because it?s an incurable disease,? said Sherri Ellis, president of the MS Society of Central Virginia. ?They will never tell their place of work because they don?t want to have any issues or repercussions at work.?

Ellis said about 2,500 people in Central Virginia live with the disease. They?re helped by the society?s fundraisers, which support services such as home modifications, respite for caregivers and even a camp for children of parents with MS.

The society also funds research; a grant is helping with Dr. Babette Fuss? lab at Virginia Commonwealth University, where the puzzle of repairing nerves could be one path to MS treatment and even a cure.

Meanwhile, local neurologists treating Fredericksburg-area patients say, as with many health conditions, early diagnosis and treatment are important, especially at a time when treatment options are continuously emerging.

Yet many people will have mild MS symptoms for years without being checked by a doctor, said Dr. Amandeep Sangha, a neurologist with Mary Washington Healthcare?s Rappahannock Neurology Specialists. His practice sees a few hundred Fredericksburg-area MS patients.

Early signs of MS that could also point to other neurological problems in need of care include blurry vision, slurred speech, balance problems and weakness or loss of function in an arm or leg.

Doctors tend to suspect MS especially when such symptoms strike someone in young adulthood.

?They should not be ignored,? Sangha said. ?There are so many therapies, and they are safe therapies. There is help out there.?

MS is an auto-immune disease with four types (yet even within these four types, the disease does not always follow a predictable course). Here?s a brief look at the types, based on information from the MS Society:

  • Relapsing-remitting: The most common type, it?s characterized by exacerbations or attacks that come on unpredictably, followed by remissions. The remissions can be complete, with no symptoms, or an easing up on things like blurry vision, fatigue and muscle weakness.
  • Secondary-progressive: About half of people diagnosed with relapsing-remitting MS develop secondary-progressive MS within about 10 years. This type is characterized by steady progression without remission.
  • Primary-progressive: Affecting about 10 percent of MS patients, this type progresses immediately without relapse or remission.
  • Progressive-relapsing: The most rare type, it affects about 5 percent of patients. For them, the disease progresses from the beginning, with some relapses/attacks.

The march was organized by Molly Smith and?Shannon Watts. The two used social media for the most part to spread the word of the march. All things considered, the relatively inexperienced Smith was pleased with the result. "It's been a remarkable learning experience," Smith told CNN, "the realization that we're citizens and this is an active citizenship, and being a citizen isn't just sitting around and gassing about it."

About 100 Newtown residents who made the trip for the march, organizers said.?

Education Secretary Arne Duncan was the featured speaker, urging the march was not about repealing the Second Amendment, but about getting more gun safety regulations. "This is about trying to create a climate in which our children can grow up free of fear," Duncan said. "This march is a starting point; it is not an ending point... We must act, we must act, we must act."

BitTorrent takes on Dropbox with sharing, backup service

BitTorrent, the peer-to-peer service that many associate primarily with piracy, has unveiled Sync, a file backup and syncing service that has some similarities to Dropbox and other cloud storage apps. But it has an eye towards power users and privacy.

Cloud storage services take files you want backed up and store them securely on a server somewhere, from which they can be accessed with your other devices or copied automatically. There are a number of free ones, like Dropbox, SugarSync, and SkyDrive.

BitTorrent Sync is a little different. Instead of sending your file to a distant server, it simply makes it available via the BitTorrent network to any devices or computers you've authorized.

Got a big home movie file, too big for your 2-gigabyte cloud storage? Put it in Sync and it's sent via BitTorrent to any devices you've set up to stay synchronized, like the computer at your parents' house, or your smartphone.

Other services offer similar capabilities, but Sync will be totally free and totally independent of companies and other servers ? no middle men means better privacy and no bandwidth or cost worries.

BitTorrent may be associated with piracy, but it's still just a protocol for sending things over the Internet, so you shouldn't have to worry about whether all that BitTorrent traffic will raise an eyebrow at your ISP.

Sync isn't available for use yet, but is being tested for release. You can try to become a tester for early access by signing up here, but it should get a real release in the next couple months.

Lena Dunham says "Girls" season 3 starts shooting in March

LOS ANGELES (TheWrap.com) - HBO has yet to announce whether "Girls" has been renewed for a third season, but that's okay, because Lena Dunham may have done it for them.

The writer, director and star of the critically-acclaimed comedy told Alec Baldwin during his WNYC podcast, "Here's the Thing," that she is preparing to start shooting the next season in March.

"I just finished season two," the Golden Globe-winning actress said on Monday. "We're starting at the end of March. I'm so excited."

And much to delight of million of the 1.6 total overall viewers that tuned in to watch three airings of the premiere on January 13, Dunham says the episode order may have been increased from 10 to 12.

"Well, we've been doing 10," she continued. "I think between you, me and McGee, I think we might do 12 next year."

HBO wouldn't officially confirm the renewal to TheWrap, but Dunham's interview makes it sound like she will call the premium cable network home for years to come. She admits it's "not clear" how many seasons of "Girls" she is contractually obligated to continue writing and directing, but says she's locked in as an actor for six years.

"HBO contractually has me I think as an actor for six years but as a writer and director - I should pay more attention to my deals, but I'm just so excited to have my job," she said. "I just go, ?Okay, whatever you say.'"

Another thing she should start getting excited about is the possibility of not just talking to Baldwin - one of her idols - but working with him, too.

After she revealed a third season, the "30 Rock" star was quick to add: "I'll be available. I'll come and play your therapist."

"That would be the most fun thing in the world," she responded before later adding: "Working with you is one of my longstanding dreams."

China's Lenovo sees RIM as M&A option, CFO says

TORONTO (Reuters) - A senior Lenovo executive said on Thursday that the Chinese computer maker may consider Research in Motion as a takeover target, sending the Blackberry maker's shares up 2 percent just a week before it launches a make-or-break line of redesigned smartphones.

But Lenovo, which vaulted into the personal computer market with its 2005 purchase of IBM's PC division, would face formidable hurdles if it tried to buy a company that Canadian Prime Minister Stephen Harper once described as a national "crown jewel." The Chinese company would also encounter tough regulatory scrutiny in Washington, cybersecurity experts say.

Lenovo, on track to become the world's largest PC maker, has held talks with RIM and its bankers about various combinations or strategic ventures, its chief financial officer, Wong Wai Ming, said on Thursday.

"We are looking at all opportunities - RIM and many others," Wong told Bloomberg in an interview at the World Economic Forum's annual meeting in Davos, Switzerland. "We'll have no hesitation if the right opportunity comes along."

A spokesman for Lenovo said Wong was asked about RIM by the Bloomberg journalist and that Wong was speaking broadly about Lenovo's M&A strategy.

CRUCIAL JUNCTURE

RIM, once a pioneer in the smartphone industry, has struggled in recent years as its aging line-up of devices have ceded market share to Apple Inc's iPhone and devices based on Google Inc's Android operating system.

RIM hopes its new touch-screen and keyboard devices, powered by its new BlackBerry 10 operating system, will help it claw back some of the lost ground. Optimism surrounding the launch has powered the stock higher in recent weeks.

Last May the Waterloo, Ontario-based company announced a far-reaching strategic review under which it was expected to examine all options, from software licensing deals to an outright sale of the company.

Earlier this week, RIM shares surged to a 13-month high after Chief Executive Thorsten Heins said RIM might consider strategic alliances with other companies after next week's BlackBerry 10 launch.

In an interview with a German newspaper on Monday, Heins said RIM's ongoing strategic review could lead to the sale of its handset business or the licensing of its software to rival smartphone companies.

Even so, analysts expressed skepticism about a Lenovo bid.

"Anybody who's serious about buying a company doesn't go talking it up. ... It sounds to me like a comment made more for publicity's sake than a serious approach for RIM," said Charter Equity analyst Ed Snyder. "It is a very long shot at the best.'

NET BENEFIT TEST

Any bid for RIM would face a rigorous review by the Ottawa to determine whether the deal would bring a "net benefit" to Canada. The Investment Canada Act gives the government the authority to kill deals that could harm Canadian interests or threaten the country's national security.

In response to the comments by Heins, Canada's Industry Minister Christian Paradis told Reuters earlier this week that Canada may even go to the extent of reviewing a sale of RIM's handset business if such a deal was proposed.

"Research in Motion has made an important contribution to information and communications technology in Canada, a sector that is so important to the Canadian economy. We hope they continue to do so well into the future," Paradis said in an emailed response to the Lenovo comments on Thursday.

Cybersecurity experts said Lenovo would likely go up against tough U.S. government scrutiny as well since the Defense Department and other agencies rely on the Blackberry, which is considered more secure than other smartphones.

"A potential acquisition of RIM by Lenovo would raise a number of important security issues," said Michael Wessel, a Commissioner on the U.S.-China Economic and Security Review Commission, appointed by Congress.

"Government employees are one of the largest users of RIM's BlackBerry products and the security of their communications has to be of paramount concern," said Wessel, adding that he was speaking on behalf of himself and not the Commission.

After the comments from Lenovo, a RIM spokesman said the company had nothing new to report on its strategic review.

RIM shares closed 2.2 percent higher at $17.74 on Thursday the Nasdaq. The Toronto-listed shares closed 2.9 percent higher at C$17.80. RIM is a volatile stock, and moves of 3 percent and more are not uncommon.

Its shares are down almost 90 percent from an all-time high of over $148 in 2008, but the stock has rallied in the last four months as the launch of the BlackBerry 10 devices nears. The company's shares have nearly tripled in value since dipping as low as $6.22 in late September.

(AP) ? Street surveillance cameras in one of the world's most dangerous cities were turned off last week because Honduras' government hasn't paid millions of dollars it owes. The operator that runs them is now threatening to suspend police radio service as well.

Teachers have been demonstrating almost every day because they haven't been paid in six months, while doctors complain about the shortage of essential medicines, gauze, needles and latex gloves.

This Central American country has been on the brink of bankruptcy for months, as lawmakers put off passing a budget necessary to pay for basic government services. Honduras is also grappling with $5 billion in foreign debt, a figure equivalent to last year's entire government budget.

"There are definitely patients who haven't been able to get better because of this problem," said Dr. Lilian Discua, a pediatrician. "An epileptic who doesn't take his medicine will have a crisis. This is happening."

The financial problems add to a general sense that Honduras is a country in meltdown, as homicides soar, drug trafficking overruns cities and coasts and the nation's highest court has been embattled in a constitutional fight with the Congress.

Many streets are riddled with potholes, and cities aren't replacing stolen manhole covers. Soldiers aren't receiving their regular salaries, while the education secretary says 96 percent of schools close several days every week or month because of teacher strikes.

Some government offices must close because they don't have ink to take fingerprints. The country's national registration agency has been shuttered for 10 days because of unpaid salaries.

"In many ways, the state is no longer functioning," said Robert Naiman, policy director of Just Foreign Policy, a Washington D.C.-based organization aimed at reforming U.S. foreign policy. "If they keep not paying their soldiers, those soldiers are probably going to stop being soldiers and maybe take some other action."

Experts say a mix of government corruption, election-year politics and a struggling economy has fueled the crisis.

The local chapter of the international watchdog group Transparency International issued a study in December that alleged some lawmakers had spent money on plane tickets to a tennis tournament in Spain, Mother's Day gifts and other personal expenses, the report found.

The study's author, Ludin Ayala, said the country's Congress is the most expensive in Central America, although Honduras is the poorest country the region.

"The Congress doesn't have rules for making these expenses, which are at the discretion of the (legislative) president," Ayala said. "I don't know if it's shameful, sad or disgusting that in the National Congress, there isn't any transparency."

Former presidential candidate and legislator Olban Valladares charged that much of the public money has indeed gone into campaigns ahead of November's elections, in which the president, mayors and 128 congressional representatives will be elected.

"Sadly, we have a great number of candidates who are state officials and their tendency is to abuse state resources that they control to fund their campaigns," Valladares said.

Congress President Juan Orlando Hernandez said that ousted former President Manuel Zelaya and his allies created much of the current mess.

"They are the ones who have left us today with an enormous debt ... leaving us a country that's unsafe, indebted and isolated in the world," Hernandez said in a news release.

Although Congress goes on recess Friday, lawmakers have only partially passed a budget to pay some of state employees and contractors. That leaves undecided the budgets of autonomous institutions such as utilities and the port authority.

Instead, lawmakers are discussing proposals already declared unconstitutional by the Supreme Court and don't deal with the immediate financial problems. On Tuesday, for example, Congress approved a law that would allow any elected official to be impeached.

Hugo Noe Pino, an economist at Honduras' Central American Institute for Fiscal Studies, noted that Congress approved the sale of an additional $750 million in bonds last November without resolving any of the core budget issues.

"In this political year, the state resources can be used for political campaigns," Pino said. "If they haven't discussed the budget, why are they approving the financing (through bonds) of a budget that doesn't exist?"

Financial fraud isn't limited to the government. Tax evasion, for example, is widespread, with the government missing out on an estimated 43 percent of revenue due, said Mario Lopez Steiner, Honduras's tax director.

"The culture of tax evasion is incredible in Honduras," he said.

The institutional paralysis has also spread to the justice system. The Constitutional Chamber of the Supreme Court has not met for a month and a half because President Porfirio Lobo accused the magistrates of being part of a conspiracy to overthrow him.

Congress, whose majority belongs to Lobo's party, dismissed several judges without an impeachment trial. Meanwhile, the fired judges continue to enjoy the use of their offices and cars with drivers, even as other government employees go unpaid.

Because Congress hasn't replaced the dismissed judges, no one can rule on their appeal to be reinstated because the court's other justices have recused themselves from the case.

"Public power has been turned upside down in a brazen way," said Oscar Cruz, a former prosecutor in charge of defending the constitution.

The government and the ruling bloc have at least one idea to solve the fiscal crunch: They've introduced a bill that would create the country's first sales tax while eliminating tax breaks for companies that import goods.

The bill's supporters predict it will generate an additional $1.2 billion in revenue, which would double the government's yearly tax intake.

Businesses such as fast food franchises have long been exempt from taxes because they supposedly promote tourism even though many of them "are neither in tourist zones nor do they attract tourism," said Lopez Steiner.

Such tax breaks have been "approved as payments for political favors and as a result of the financing of election campaigns, which are always linked to tax favors," he said.

Legislators have so far suspended all tax exemptions for 60 days while a commission reviews whether to reinstate them.

Some families have survived the government vacuum with remittances sent by some of the 1 million Hondurans living in the United States. Their money equals 19 percent of the country's gross domestic product, according to the World Bank.

Yet it isn't enough for government workers such as teacher Daniel Espunda, who have lost paychecks to the political crisis.

"Now they owe me five months of salary. January will be the sixth I haven't been paid," Espunda said. "No one says anything about when the payday will come."

Chameleon star baffles astronomers

Jan. 24, 2013 ? Pulsars ? tiny spinning stars, heavier than the sun and smaller than a city ? have puzzled scientists since they were discovered in 1967.

Now, new observations by an international team, including University of Vermont astrophysicist Joanna Rankin, make these bizarre stars even more puzzling.

The scientists identified a pulsar that is able to dramatically change the way in which it shines. In just a few seconds, the star can quiet its radio waves while at the same time it makes its X-ray emissions much brighter.

The research ?challenges all proposed pulsar emission theories,? the team writes in the Jan. 25 edition of the journal Science and reopens a decades-old debate about how these stars work.

Unexpected X-rays

Like the universe?s most powerful lighthouses, pulsars shine beams of radio waves and other radiation for trillions of miles. As these highly magnetized neutron stars rapidly rotate, a pair of beams sweeps by, appearing as flashes or pulses in telescopes on Earth.

Using a satellite X-ray telescope, coordinated with two radio telescopes on the ground, the team observed a pulsar that was previously known to flip on and off every few hours between strong (or ?bright?) radio emissions and weak (or ?quiet?) radio emissions.

Monitoring simultaneously in X-rays and radio waves, the team revealed that this pulsar exhibits the same behaviour, but in reverse, when observed at X-ray wavelengths.

This is the first time that a switching X-ray emission has been detected from a pulsar.

Flipping between these two extreme states ? one dominated by X-ray pulses, the other by a highly organized pattern of radio pulses ? ?was very surprising,? says Rankin.

?As well as brightening in the X-rays we discovered that the X-ray emission also shows pulses, something not seen when the radio emission is bright,? said Rankin, who spearheaded the radio observations. ?This was completely unexpected.?

No current model of pulsars is able to explain this switching behavior. All theories to date suggest that X-ray emissions would follow radio emissions. Instead, the new observations show the opposite. ?The basic physics of a pulsar have never been solved,? Rankin says.

Looking for the switch

The research was conceived by a small team then working at the University of Amsterdam, including UVM?s Rankin, who has studied this pulsar, known as PSR B0943+10, for more than a decade; Wim Hermsen from SRON, the Netherlands Institute for Space Research in Utrecht, and the lead author on the new paper; Ben Stappers from the University of Manchester, UK; and Geoff Wright from Sussex University, UK.

These researchers were joined by colleagues from institutions around the world to conduct simultaneous observations with the European Space Agency?s X-ray satellite, XMM-Newton, and two radio telescopes, the Giant Meter Wave Telescope (GMRT) in India and the Low Frequency Array (LOFAR) in the Netherlands, to reveal this pulsar?s so-far unique behavior.

?There is a general agreement about the origin of the radio emission from pulsars: it is caused by highly energetic electrons, positrons and ions moving along the field lines of the pulsar's magnetic field,? explains Wim Hermsen.

?How exactly the particles are stripped off the neutron star's surface and accelerated to such high energy, however, is still largely unclear,? he adds.

By studying the emission from the pulsar at different wavelengths, the team?s study had been designed to discover which of various possible physical processes take place in the vicinity of the magnetic poles of pulsars.

Instead of narrowing down the possible mechanisms suggested by theory, however, the results of the team?s observing campaign challenge all existing models for pulsar emission. Few astronomical objects are as baffling as pulsars, and despite nearly fifty years of study, they continue to defy theorists? best efforts.

Of the more than 2,000 pulsars discovered to date, a number of them have erratic behavior, with emissions that can become weak or disappear in a matter of seconds but then suddenly return minutes or hours later.

B0943+10 is one of these erratic stars. Discovered at Pushchino Radio Astronomical Observatory near Moscow, ?this star has two very different personalities,? that were uncovered by Svetlana Suleymanova in the 1980s, says Rankin.

?But we?re still in the dark about what causes this, and other pulsars, to switch modes,? Rankin says. ?We just don?t know.?

?But the fact that the pulsar keeps memory of its previous state and goes back to it,? says Hermsen, ?suggests that it must be something fundamental."

Recent studies indicate that the switch between ?radio-bright? and ?radio-quiet? states is correlated to the pulsar's dynamics. As pulsars rotate, their spinning period slows down gradually, and in some cases the slow-down process has been observed to accelerate and slow down again, in conjunction with the pulsar switching between bright and quiet states.

This correlation between a pulsar?s rotation and its emission has led astronomers to wonder about a connection between the star?s surface and the much-larger surrounding magnetosphere, which may extend up for 30,000 miles.

These new observations ?strongly suggest that a temporary ?hotspot? appears close to the pulsar?s magnetic pole which switches on and off with the change of state,? says Geoff Wright, one of the team?s astronomers from the University of Sussex.

But the new results also suggest that something in the whole magnetosphere is changing suddenly and not just at the poles or other hotspots. ?Something is happening globally,? Rankin says, across the whole star.

In order for the radio emission to vary so radically on the short timescales observed, the pulsar's global environment must undergo a very rapid ? and reversible ? transformation.

?If that is true, it means the entire magnetosphere is alive and connected in very important ways,? Rankin says, allowing a change in the pulsar?s basic mode of shining in about one second, less time than it takes it to spin once on its axis.

?Since the switch between a pulsar's bright and quiet states links phenomena that occur on local and global scales, a thorough understanding of this process could clarify several aspects of pulsar physics,? says Hermsen. ?Unfortunately, we have not yet been able to explain it.?

No model works

The team planned to search for the same pattern in X-rays that has been observed in radio waves ? to investigate what causes this switching behavior. They chose as their subject PSR B0943+10, a pulsar that is well known for its switching behavior at radio wavelengths and for its X-ray emission, which is brighter than might be expected for its age.

?Young pulsars shine brightly in X-rays because the surface of the neutron star is still very hot. But PSR B0943+10 is five million years old, which is relatively old for a pulsar: the neutron star's surface has cooled down by then,? explains Hermsen.

Astronomers know of only a handful of old pulsars that shine in X-rays and believe that this emission comes from the magnetic poles ? the sites on the neutron star's surface where the acceleration of charged particles is triggered. ?We think that, from the polar caps, accelerated particles either move outwards to the magnetosphere, where they produce radio emission, or inwards, bombarding the polar caps and creating X-ray-emitting hot-spots,? Hermsen adds.

There are two main models that describe these processes, depending on whether the electric and magnetic fields at play allow charged particles to escape freely from the neutron star's surface. In both cases, it has been argued that the emission of X-rays follows that of radio waves.

Monitoring the pulsar in X-rays and radio waves at the same time, the astronomers hoped to be able to discern between the two models.

?The X-ray emission of pulsar PSR B0943+10 beautifully mirrors the switches that are seen at radio wavelengths but, to our surprise, the correlation between these two emissions appears to be inverse: when the source is at its brightest in radio waves, it reaches its faintest in X-rays, and vice versa,? says Hermsen.

The new data also show that the source pulsates in X-rays only during the X-ray-bright phase ? which corresponds to the quiet state at radio wavelengths. During this phase, the X-ray emission appears to be the sum of two components: a pulsating component consisting of thermal X-rays, which is seen to switch off during the X-ray-quiet phase, and a persistent one consisting of non-thermal X-rays.

Neither of the leading models for pulsar emission predicts such behavior.

In the second half of 2013, the team plans to repeat the same study for another pulsar, PSR B1822+09, which exhibits similar radio emission properties but with a different geometry.

In the meantime, these observations will keep theoretical astrophysicists busy investigating possible physical mechanisms that could cause the sudden and drastic changes to the pulsar's entire magnetosphere and result in such a curious flip in how they shine.

Raleigh, N.C. ? United Arts Council of Raleigh and Wake County and the Greater Raleigh Chamber of Commerce have named recipients of the annual Business Support of the Arts Awards, recognizing outstanding contributions to the arts in our area by businesses, organizations, and individuals. Awards are given in four categories: large business, small business, individual and arts education. The Business Support of the Arts Awards were presented on January 16, at the 3rd Annual State of the Arts and Culture in Wake County event at the North Carolina Art Museum.

The Large Business category winner, Wyrick Robbins Yates and Ponton, LLP, and its 100+ employees enrich Raleigh and Wake County through their participation in arts organizations. As good corporate citizens of this community, they have a long tradition of community service and encourage all employees?not just the attorneys?to get involved and contribute in whatever ways are most appropriate. Employees have served in leadership roles on many arts-related boards in Wake County, including the United Arts Council, Carolina Ballet, Burning Coal Theatre, Arts Together and more. Through the economic downturn of the past several years, Wyrick Robbbins has continued to support arts education during a critical time in arts funding. They have contributed to the Visual Art Exchange, NC Theatre, artspace, Carolina Ballet, Burning Coal, United Arts Council, among others. They have continued to host a workplace campaign for the United Arts Council and have been founding and annual sponsors of ?Guess Who?s Coming to Dinner? for nine years. This fundraiser helps fund United Arts? Artists in the Schools Program. Wyrick Robbins? example has helped these organizations attract other funding and continue their mission of enhancing this community through the arts. In addition to monetary contributions, their pro bono work for these organizations has helped defray any legal costs that may have arisen. Recipient of the award in the Small Business category is National Pawn, owned by Bob Moulton. For the second year in a row, National Pawn has donated more than 100 instruments to the middle school band and orchestra programs in the Wake County School System. National Pawn, under Mr. Moulton?s guidance, has extended support to school systems in Durham, Orange and New Hanover counties, as well. Additionally, Mr. Moulton, a self-described ?proud former band geek,? provided a cash contribution to Wake County to repair the donated instruments, as well as donating 100 brand new recorders that have been distributed to a high-poverty school in Wake County.

Mr. Moulton wants to help as many students as possible realize their dreams of becoming musicians. His efforts are focused on raising awareness of the tremendous need for used instruments and the potential of recycling. He encourages community members to search their closets for instruments no longer used and to bring them to his shops to donate or sell, so that they may be redistributed to students. In a growing school system with limited resources, the arts program relies on support from community partners. These donations help to ensure that students who might not be able to provide their own instrument will still have access to music class. Participation in the arts develops the 21st-century skills of communication, creativity and collaboration, making Mr. Moulton?s generosity an investment in our future. Throughout its history, Arts Education winner, The Raleigh Fine Arts Society, has promoted and encouraged artistic pursuits in our community. Through lectures, exhibitions, concert and recitals, The Raleigh Fine Arts Society has endeavored to foster public interest in art, music and literature. Its major focus has been on three signature projects:

The North Carolina Artists Exhibition Adopted as the first Society project in 1965, the Artists Exhibition has now grown into an annual juried exhibition for artists throughout the state, with a nationally recognized art curator or educator invited to serve as juror each year. Officially named the North Carolina Artists Exhibition in 2008, during its 30th anniversary year, the exhibition is held in the Betty Ray McCain Gallery at the Progress Energy Center for the Performing Arts. This year, the Society added an important educational component to this project in the form of a DVD presentation for area high schools distributed free of charge. The DVD is intended to encourage and inspire the next generation of NC artists, offering a behind-the-scenes look at a juried art exhibition with insight provided by participating artists and the juror.

The Literary Contest The Literary contest was launched in November 1978 as a short story contest among high school students, juried by professionals and featuring cash awards for prize winners. This short-story competition for Wake County high school students encourages creative writing and recognizes emerging talent. An important part of the contest is the Young Writer?s Workshop where the final judges share their evaluations and provide feedback to the authors of the winning manuscripts. Following the workshop, the winners are honored at an Awards Banquet. In 2012, 913 short stories were submitted from 19 Wake County public and private high schools. Eighteen winners from seven schools were selected.

The Choral Competition In 1999, the Choral Competition was created to showcase choral music at the elementary school level. Elementary school choral groups and their teachers are offered a unique opportunity to perform and share their skills with other schools and the public at Meymandi Hall in the Progress Energy Center for the Performing Arts. The Celebration promotes the highest standards for excellence in children?s choral singing. It is the only chance available in Wake County for many of these children to present a musical program in a professional setting and to observe other choral groups. Choral directors receive feedback from qualified adjudicators, enabling them to improve future performances. In spring 2012, students from 16 schools performed on two consecutive evenings; approximately 1000 elementary students sang for an audience of 3000. (Nominated by Peggy Wilks)

The honoree in the Individual Category is Elizabeth Beam. Ms. Beam serves as the group leader for the Cardinal Singers, a ladies vocal chorale that performs throughout the community. The Cardinal Singers provide numerous free concerts for senior adult clubs sponsored by the Raleigh Parks and Recreation Department, as well as special concerts open to the public throughout the year. Ms. Beam has served faithfully as the group leader for more than 20 years. She coordinates their concert and performance schedule, develops the content of each performance, and reaches out to the senior community to make the group available for concerts. Her energy and enthusiasm permeates through the group and her passion and love of music is evident.

In typical fashion, Ms. Beam places the emphasis on The Cardinal Singers, describing them as unsung (pun intended) heroes with the seniors in the community. They have been around over 30 years and except for receiving the Fred Fletcher Award of Excellence for Volunteering, they have quietly done what they do so well ? providing high quality programming free of charge, traveling to 25 or so groups each season. Ms. Beam notes that besides the senior clubs, her group has sung for naturalization ceremonies including the one at the International Festival this past fall. Ms. Beam describes the chorale as ?a life style for the singers?probably a quarter of the group is made up of retired/working music teacher/choir directors.
